If your basement only leaks during heavy rain and stays dry the rest of the time, the problem is almost certainly a surface drainage issue rather than a groundwater issue — and improving drainage is the right first step before considering full waterproofing. This is actually good news because drainage improvements are far less expensive than exterior waterproofing and resolve the majority of rain-related basement leaks in the GTA.
Rain-only leaks indicate that surface water (rain runoff from the roof, driveway, or surrounding landscape) is accumulating against the foundation wall and finding its way through cracks, porous mortar joints, or the wall-to-footing joint. This is different from a high water table problem, where the basement would leak continuously or during any wet period regardless of rainfall. The distinction matters because drainage improvements address the source of rain-driven leaks directly, while full waterproofing addresses both surface water and groundwater — and comes at a significantly higher cost.
Start with these drainage improvements, which cost a fraction of full waterproofing and solve most rain-only leaks. First, check your grading — the soil around your foundation should slope away from the house at a minimum 6-inch drop over the first 6 feet. Over time, soil settles and compacts, especially in GTA clay soils, and what was once a proper slope can become a flat surface or even a negative grade that directs water toward the foundation. Re-grading costs $500–$2,000 for a typical GTA home and is often the single most effective fix. Second, inspect your eavestroughs and downspouts — clogged gutters overflow and dump hundreds of litres of water directly against the foundation during every rainstorm. Ensure downspouts extend at least 6 feet from the foundation wall, and consider underground extensions that discharge well away from the house. Third, check for hard surfaces (driveways, patios, walkways) that slope toward the foundation and redirect runoff. Fourth, install window well covers over any below-grade window wells to keep rain out.
If drainage improvements do not resolve the leaks, the next step is identifying exactly where water enters. Common entry points include the wall-to-footing cold joint (the horizontal seam where the poured wall meets the footing), individual cracks in poured concrete walls, deteriorated mortar joints in block or stone foundations, and around pipe or utility penetrations. For poured concrete foundations, individual crack injection with polyurethane ($300–$800 per crack) can seal specific entry points without full excavation. For block foundations where water enters through multiple mortar joints, targeted exterior waterproofing of the problem section may be more practical than a full perimeter treatment.
Full exterior waterproofing ($3,000–$12,000) is warranted when drainage improvements and targeted repairs do not resolve the leaks, when water enters across a broad area of the foundation wall rather than at specific points, when the foundation lacks any dampproofing (common in pre-1960 GTA homes), or when you plan to finish the basement and want comprehensive protection. The Ontario Building Code (OBC Section 9.13.2) requires below-grade waterproofing, and bringing an older home up to this standard during a renovation is both prudent and code-compliant.
